Kabul Press Reveals: Reports from the Special Annual Report of the Independent Superintendence for Fighting Against Corruption and Disciplinary Issues

The annual report is specially presented to the President of Afghanistan. Unfortunately the government didn’t provide this report, or the reports from previous years, to the media and public. Kabul Press? is making these reports public for the first time. We believe that revealing these kinds of reports and documents is not a crime, and that it is the right of the people to know what is really happening in Afghanistan.

Unfortunately, in most cases, the Attorney General and the President haven’t pursued or prosecuted those responsible for the crimes in question. Most of the guilty parties are high-ranking Afghan officials such as the Minister, the Deputy Minister and the governor of a province. It seems sometimes that the President uses these reports as political levers against his antagonists.

The English section of Kabul Press will open new sections for incidents of corruption among high-ranking officials, arranged by solar year starting with 1384 (2005-2006). The Farsi and Pashto sections will be updated as well. It is important to know that the language of the reports is Farsi and in publishing them, Kabul Press didn’t make any changes. We have tried to translate all the cases correctly, one by one.

(1)============================ To his Excellency, the dear President of the Islamic Republic of Afghanistan: for reading Annual report of 1384 In the Ministry of Communication (1384):

1: There are two cases that have been investigated. The first is the theft of illegal frequencies in the bands of 900 and 1800 by the Roshan company. Because of the efforts of the inspection team, that company has paid to the bank the amount of 891,944.00 USD (United States Dollars) as a fine.

2: Because of a failure to pay the commission on a commerce license, the government has received more than 1,050,500.00 USD. Because the issue of the tax of the Roshan company involves a huge amount, the case, including the documents, has been sent to the attorney general.

Afghanistan: Failure to pay 4,000.00 USD per year by Afghan Wireless Company (2005- 2006)

To his Excellency, the dear President of the Islamic Republic of Afghanistan: Annual report of 1384 Offence of Afghan Wireless Company:

Not paying to the Ministry of Communication the amount 4,000.00 USD per year for channel 40 and KHZ200. The case has been sent to the Attorney General.

Afghanistan: Misappropriation of 2,750,000.00 USD by the Roshan Company (2005- 2006)

To his Excellency, the dear President of Islamic Republic of Afghanistan: Annual report of 1384 In the Ministry of Communication:

The Roshan Company misappropriated the amount of 2,750,000.00 USD from an oppressed nation’s possessions through the sale of around 500,000 SIM cards. The exact amount of SIM cards sold will be established by the investigative team.

Afghanistan: Theft of 183,502.04 USD in the Ministry of Finance (2005- 2006)

To his Excellency, the dear President of the Islamic Republic of Afghanistan: Annual report of 1384 In the Ministry of Finance:

Haji Rasa misappropriated 9,175,120.00 Afghani (around 183,502.04 USD). The cashing of two separate checks from the Ministry of Finance has been investigated by an inspection team. The case has been sent to the Attorney General, including the forged documents.

Afghanistan: 183,502.04 USD worth of corruption in the Ministry of Finance (2005- 2006)

To his Excellency, the dear president of the Islamic Republic of Afghanistan: Annual report of 1384 In the Ministry of Finance:

This case involves the Agricultural Development Bank, regarding their Pamir Cinema contract.

In violation of contract law, the establishment has not been put up to auction. Because of this gross fraud, the situation has been officially reported to the Ministry of Finance. It is to be put up to auction and use to supplement the government’s income. Kabul Press note: But nothing happened.

Afghanistan: Failure to pay 5926.80 USD of workers’ salaries in the Ministry of Public Benefits (2005- 2006)

To his Excellency, the dear President of the Islamic Republic of Afghanistan: Annual report of 1384 In the Ministry of Public Benefits:

This case relates to the Public Department of Road Upkeep in the Ministry of Public Benefits.

The issue is the failure to pay the salaries and benefits of the workers of the Department of Road Upkeep in the Ministry of Public Benefits. The sum of 296,340.00 Afghani (Around 5926.80 USD) has not been paid. The case has been sent to the Attorney General.

  • This is absolutely typical of all governments. No government holds itself to the standard that they hold the people to. The new government in Afghanistan is no exception.
    We all view the sins of others as far more despicable than our own. In that we turn a blind eye to evil we see around us out of a sense of expediency. We then begin to see this as normal. Ratcheting down our own sense of moral right. Government is even more prone to this. Self regulating power and access to bribe money without penalty insures a perpetually more corrupt government. Perpetually lowering the standard of living for everyone in the society.
    Virtue in a government brings virtue in society. Trying to force virtue on the masses is like pushing water. Open a path to virtue by means of enforcing virtue on government first however, and the trickle will turn into a torrent.
    That is why I advocate a fourth branch of government. The Numa, would police the other three,(in addition to, Montenesque’s Executive, Legislative, and Judicial). With draconian powers to police and prosecute legal, and only legal infractions. Only on members of the government, elected and appointed.
