سیاست "خرم خانی"وزیرفرهنگ درباره ی زبان فارسی دری

چندی پیش ،عبدالکریم خرم،وزیراطلاعات وفرهنگ افغانستان دوخبرنگاررادیو-تلویزیون دولتی کشور را به جرم به کارگیری واژه های دانشگاه،دانشکده،دانشجو،مجازات نمود.

برهان غیرمنطقی وزیرخرم به خاطرمجازات این دوخبرنگار،کاربردواژه های به نظر او خارجی(بیگانه) بودکه چندی پیش،درجریان گزارشی از زبان"بصیربابی"خبرنگارتلویزیون دولتی بلخ،بیرون شده بود.

تاثرو تاسف من از آنجاناشی می شود که آقای خرم تااکنون شناسنامه ی واژه ها رانمیداند.وی، واژه اصیل فارسی"نگارستان ملی"را بیگانه دانسته و به جای آن، "گالری ملی"را جاگزین می سازدو پسوندهای مکانی"کده وگاه" راکه از مشتقات زبان فارسی دری است،ازسر تعصب، خارجی می پندارد.

برای وضاحت بیشتر در باره ی این مساله و نمایاندن میزان نابخردی سیاست"خرم خانی"وزیر،بحث را در چند مورد پی می گیرم:

برخورد سیاسی به جای نگرش حوزه یی در زبان:

برخورد سیاسی،ناشی از نگرش یکجانبه،احساساتی و پراز تعصب درزبان است.زبان فارسی دری ویژه ی سیاست آخندهای مذهبی ایران و نظام سیاسی آنان نیست،فارسی دری زبان یک قوم خاص ویک قبیله نیست،بل هنگامی که بحث کاربردی زبان به لحاظ گستره ی وسیع آن مطرح می شود،این گستره ی وسیع،محدوده های مرزی،جغرافیایی و سیاسی را می شکندو به یک فرهنگ پویای زبانی در حوزه ی وسیع زبان،بخشبندی می شود،زیرا" فارسی دری زبانی است که امروز بیشتر مردم ایران،افغانستان،تاجیکستان وقسمتی از هند،ترکستان،قفقاز و بین النهرین بدان زبان سخن میگویند،نامه می نویسند وشعر می سرایند."

بنابرین در افغانستان،برخی، ازسرجهل وتعصب به زبان فارسی دری،با نگرش سیاسی می نگرند وزمینه ی جغرافیایی آن را با حوزه ی گستره وسیع زبانی آن، اشتباه می گیرند.

فارسی دری و یا دری فارسی یک زبان است:

برخی ازسرناآگاهی و"جهل مرکب"، اصطلاح فارسی و دری را دوزبان متفاوت می پندارندومانند وزیر فرهنگ (عبدالکریم خان خرم) فارسی را ویژه ی ایرانیان و دری را منوط به افغانستانی ها می پندارند؛درحالی که فارسی و دری یا پارسی دری دونامیست از یک زبان، با دوگویش تا جایی متفاوت(آن هم در زبان گفتار ونه در زبان نوشتار):

تا "پارسی دری" سخندان آرد

ازبلخ نیشاپوروبدخشان آرد

امکان ضعیف است که دیگر مادر

پوردگری، چوپیریمگان آرد

نگرش وزیر فرهنگ از کجا ریشه می گیرد؟:

این نگرش، ریشه در سیاست های شئونیسم قومی دولت کرزی دارد؛زیراافرادی با دیدگاه فاشیستی در دم ودستگاه حامد کرزی وجود دارند که از میزان گسترش زبان فارسی دری که منوط به حوزه ی زبانی است،در هراس اند و از سوی دیگر،با واکنش های ازین گونه،می خواهند میزان تشنج و تنش ها را در کشور گسترش بدهند، ورنه هیچ فردی به این حد سماجت،گستاخی و دیده درایی نمی کند تا واژه ی "نگارستان" را برداردو در برابر مولاناجلال الدین محمدبلخی شمشیربکشد که چرا گفته است:

"ای خوش آن روزی که ما معشوق را مهمان کنیم

دیده از روی نگارینش "نگارستان"کنیم"

به کار گیری واژه های اصیل فارسی جرم نیست:

کاربرد واژه های اصیل و ارزشمند فارسی دری که ریشه در فرهنگ فرهمند(خدا کند جریمه نقدی نشوم؟!)این کشوردارد،به هیچ روی جرم پنداشته نشده،بل از افتخارات ویژه ی شهروندان این کشور نیز پنداشته می شود وجز ارزشهای فرهنگ ملی ما است.موضعگیری "خرم"و "خرمیان" نه تنها اثرگذارنیست،بلکه به نحوی بازگو کننده میزان تعصب در برابر ارزشهای فرهنگی این دیار است که به شدت باید، از گسترش آن جلوگیری شود

  • آقای جاوید فرهاد، اولین بار یک نوشته زمینی تقدیم کردی. همیشه نوشته هایت همه آسمانی اند و غیر قابل درک اگر اجازه دهی من با استعانت از زبان اخوان ثالث آن نوع نوشته ها را "کثافت کاری" ها نام میگذارم.

    ببین وقتی کوشش کنی میتوانی یک نوشته‌ای ارائه دهی که کمی قابل درک باشد و یک موضع مشخ را هم انعکاس دهد، پس چرا اینقدر در نوشته هایت میکوشی که مغلق گویی کنی و به در و دیوار بزنی و در اخیر هیچ اندیشه و نظر جدیدی ارائه نکنی.

    آقای جاوید، آیا وقتی میبینی در هیچکدام از نوشته های خودت در کابل پریس کسی نظر و بحثی مطرح نمیکند، کمی احساس خود کم بینی نمی کنی که چرا هیچ کسی به این نوشته هایت علاقه ای نشان نمیدهند که چند سطر نظری هم در پای آن بنویسید؟؟؟؟

    من معمولا وقتی نام خودت را بروی مقاله‌ای می بینم، حتی روی آن لنک کلک نمیکنم که مبادا وقت گرانبهایم را به هدر داده باشم، اینبار فقط عنوان و کلمه "خرم خانی" مرا به سوی این مقاله کشاند که، چه خوب یا بد، از مقاله های گذشته ات متفاوت یافتم.

    امید این یک آغازی باشد برای بریدن از آن مقاله های "آسمانی"!!

    You’ve accused Mr Farhad of showing disrespect for article 16 of the Afghan Constitution on language, which states, “National scientific and administrative terminology shall be maintained.” This accusation raises a number of questions. Was the constitutional process in Afghanistan democratic and legitimate? Where did the representative involved in the constitutional process get their legitimacy? Is it possible for a nation under occupation and in a state of chaos to write a fair and workable constitution?

    Everybody knows that the whole constitutional process was a mockery of even the façade of democracy and rule of law. The whole process was imposed on the Afghan population by the United States. Furthermore, the participants in the constitutional process were a bunch of semi-literate and even illiterate warlords, political opportunists, and selfish westaminated intellectuals. Thus the whole constitution-business was a sham. It is preposterous to buttress your argument on the basis of such a constitution—a worthless peace of paper. Could the constitutionalists make the US soldiers killing innocent civilians in Kabul in June 2006 accountable for their heinous crimes? The answer is a resounding NO because the Americans and their European allies, although imposed this constitution, do not recognise it. So much for the legitimacy of your “constitution.”

    To comprehend the myth of the “maintenance” of the “national scientific and administrative terminology,” let me elaborate a bit on the tree concepts of “national,” “scientific,” and “administrative” in the Afghan context. First, the name Afghanistan, or Afghanland, is a relatively new phenomenon. What’s more, the term is anything but representative. Non-Pashtoun ethnic minority groups in Afghanistan have never identified themselves with this Pashtoun-friedly term, which is a legacy of the Anglo-Russian Great Game era. The number of scientific terms both in Afghan Farsi and in Pashto does exceed the number of your fingers. Scientific terms are either in European languages mostly English or in Arabic. In the same way, administrative language is contaminated with European and Arabic words. Exceptions are, however certain military terms and a number of academic titles, which are in Pashto. Having said that, there is absolutely no reason to take pride in the “national scientific and administrative terminology.” A codified national scientific and administrative terminology is non-existent. Viewed in this context, the “maintenance” of “the national scientific and administrative terminology” is an absurdity.

    There is, of course, a political angle to the “maintenance” of this reactionary tradition. Since their Machtergreifunf in the 18th century, the Pashtouns have always tried to follow a linguistic policy that marginalized Farsi, the lingua franca of Central Asia and the Indian subcontinent prior to Pashtouns Machtergreifung. This linguistic fascism reached its apex during President Dawood tenure. To be sure, the Pashtouns did not succeed in destroying Farsi. But they did manage to weaken by driving a wedge between the Persian-speaking community in Iran and Afghanistan; the Pashtouns Persophobes created the term “Dari.” Unfortunately, given the Sunni-Shia fault-line between the Farsi community in Afghanistan and Iran, Dari as such found its way in the imagination of the Persian-speaking Sunnis in Afghanistan. For a while they took pride in this mythologized distinction and some are still doing.
    This false national arrogance defined by Farsi-basing tricked the Persian-speaking Afghans into stigmatising anyone using Iranian-coined neologisms in currency in neighbouring Iran. Paradoxically, the Pashtouns themselves took inspiration from the intransigence of the Iranian people in preserving the Farsi language. More significantly, the Pashtouns indulged in morpheme-for-morpheme translation of Iranian-coined neologisms. A clear case of such translation was the word پوهنتون (دانشگاه), coined by the Iranian scientist and linguist Mahmoud Hessaby (Albert Einstein’s student). The first morpheme of the Pashtou lexeme is پوهه (most probably a spoiled version of the Arabic lexeme فهم because many Pashtouns articulate /f/ as /p/) corresponds to the first lexeme of دانش (knowledge), and the second lexeme is تون identically matches with the Persian suffix گاه (place). A large number of Pashtou words beginning with پوهه used in academic titles have been introduced into Pashtou through the above mention morpheme-for-morpheme translation process.

    While making use of Iranian methods of creating neologisms in Pashto, and institutionalising the application of these “stolen” neologisms as “national scientific and administrative terminology, the Pashtoun-dominated Ministry of Information and Culture in Afghanistan has recently punished Afghan journalists for using the original Farsi neologisms of دانشگاه, دانشجو دانشکده, which can be understood by all Farsi speakers all across Afghanistan. Mr Abdulkarim Khurram’s move can only result in a more conscious use of Iranian terminology by Farsi speakers in Afghanistan, who simply would want to express their language identity — an identity that has been long brutally trampled by the Pashtouns in Afghanistan. This not-fully-thought-through policy would further drive Farsi-speaking Afghans to identify themselves with the Iranians.

    But nowadays, things have changed dramatically. Most Farsi speakers would not fall in the trap of Farsi-Dari distinction, which has so far served the linguistic chauvinism of the Pashtun tribes in Afghanistan. Furthermore, the sheer volume of existing Farsi literature on every field of study makes it more and more difficult for the fossilised Pashto language to remain competitive. Instead of banning the use of Iranian-coined terms, Mr Khurram must try to find creative ways to revamp the stagnant Pashto language, and make it more attractive to Dari speakers. A Herculean task at best and a losing battle at worst, given Minister Khurram’s misguided pertinacity of using brute force in preserving the crumbling status of his native language Pasho.

      میخواهم از برداران که زبان فارسی را با زبان دری ما یکسان میدانند چند نکته را ذکر نمایم.

      کلمات مانند پدرکلان، مادرکلان، کاکا، ماما، شفاخانه، صحت، محکمه و هزار ها هزار ها کلمه دیگر دری اند و ما ضرورت نداریم به عوض آنها از کلمات فارسی مانند مامان، دایی، عمو، بیمارستان، بهداشت، دادگاه وغیره استفاده نمایم.
      قابل یادآوریست که تمام فعالیت های ملا های ایرانی برای مردم دری زبان و پشتو زبان این کشور آشکار و هویدا بوده و هیچ گاهی نمیتوانند که زبان فارسی را بالای ما تحمیل نمایند.
      اقای نویسنده لطف نموده بگویندکه کلمه مادر، شفاخانه، محکمه و غیره دری است یا پشتو ، یا ایشان هم از جمله ملاهای ایران هستند
      خود بنویس ، خود بخوان، خود تحقیق علمی کن، و همیشه دست و دهان پیش ایرانی ها نه باشید.

  • Mr. Farhad. I read your article. I found it interesting and it is exactly a fair evaluation of that what ’s happening in our country against Persian-Dari language.
    Our Pashto brothers instead of thinking a win win competition they are going with lose lose one. I mean they don’t want us (Persian-Speakings) to develop our culture , language, and economical situation... etc because they aren’t capable to adopt to new changes. Their language doesn’t have that capacities to respond today needs therefore; they are banning and punishing us for creating, adopting and updating our language according to our needs. They can’t holding us back with their regressive mind. We want an equality right for our language which is an official language of Afghanistan according to our constitution. The language belong to the people who are speaking and therefor the government agent should not interfere in this matter. At end, we Persian-Dari speaking people respect Pashtons right to do what ever they think is right for their language not at expense of Persian language. We will be happy and proud to see a flourished Persian language and Pashto in our country. Cheers for peace .

    کلمه پوهنتون کلمه پشتو است ، کلمه خانم ، اعلان ....
    وبعضی کلمات تولیدی مثل موتر ، ترافیک ، کامپیوتر ....کلمات اند که کشور تولید کننده این اسما را بالای این اجناس گذاشتند .
    من پشتیبانی از وزیر "خرهنگ" نمی کنم ، من آنقدر مثل شما هم فروخته نشدم که پشتیبانی از ایران کنم . ( من اولاد افغان ، فرزند افغان ، جوان افغان هستم ) و اطمینان هم دارم که شما حتی مکتب را تکمیل ننموده اید .

    ’فرهنگ فارسی ـ دری‌، دری ـ فارسی’، ‌فرهنگ دو جانبه‌ای است که توسط انتشارات "فرهنگ معاصر" در تهران چاپ شده است.
    "ورژخاچاطوری پارسادانیان" گردآورنده این فرهنگ (که استاد دانشگاه در کشور ارمنستان است) در این فرهنگ کوشیده واژگان خاص فارسی ایران و افغانستان را به هم برگردان کند. بخشی از کتاب‌، اختصاص به ترجمه از فارسی به دری دارد و بخشی برعکس‌.
    انتشار چنین کتابهایی می‌تواند برای ایجاد شناخت بیشتر و گسترش تعامل زبانی میان فارسی‌زبانان مؤثر باشد، ولی در عین حال‌، قدری کم‌دقتی در عنوان و محتوای کتاب‌، می‌تواند اینگونه سودمندی ها کمرنگ کند و حتی زمینه افتراق میان گویشوران دو لهجه زبان فارسی دری را فراهم آورد، که متأسفانه این فرهنگ با همه فوایدی که دارد، از این عارضه بدور نمانده است‌.

    اولین مشکل‌، در عنوان کتاب است‌. عنوان موجود چنین می‌رساند که "فارسی‌" و "دری‌" دو زبان مستقل‌اند، نه دو نام برای یک زبان‌.

    دیده می شود که ایرانی ها هم نمی پذیرند که فارسی و دری یکزبان واحد است.

  • As an Iranian who knows and has many Afghanis friends (Tajiks, Hezrehs, Uzbeks and Pashtuns), never had any difficulties to understand each other when we speak Farsi (Persian). Sometimes we (me, my family and my Iranian friends) have been invited to our Afghnis’ friend home. We talk whole day about any issues without saying “what you mean”!
    Furthermore, I am coming from Northern of Iran Mazanderan. Our local language is called Mazandrani. This is the common language spoken in our province. Any way for while, we had many Afghanis immigrants who worked in the farms side by side of our farmers. Normally, the Mazanderani farmers aren’t able to speak very well Farsi (Persian) but these people mostly understood the Afghanis Persian language.
    I am just wondering why some people try to differentiate Farsi from Dari or vice versa . In this site I read, understand all your comments except those are written in Pashto (which partially I can guess what does mean).
    One more, We all Persian speaking read, write and understand Shahnameh and Massnavi Molavi and Rubayat khyam and Rudakis’ poem no matter where we are living( in Iran, Afghanistan, Tajikistan or …).
    Now how you dare to say we have different languages! You might not understand our language, but we know very well our language, literature and culture. Therefore don’t ever try fool us but you might be able deceive ignorant people like Mr. Khoram
